New York banker Robert Fisher named chairman by ICBA CRA Solutions/USI Alliance

ICBA CRA Solutions/USI Alliance Names NY Community Banker New Chairman

Washington, D.C. (June 18, 2024) — ICBA CRA Solutions/USI Alliance, a subsidiary of the Independent Community Bankers of America (ICBA), announced the election of Robert Fisher as chairman of the USI Alliance board of directors. Fisher is the chairman and president of Tioga State Bank in Spencer, N.Y. Brett deMilliano, executive vice president and chief financial officer of First American Bank in Artesia, N.M., was also elected to the board.

“We’re pleased to welcome Bob and Brett — two well-respected and talented community bankers and civic leaders — as new board members,” said David Lenoir, president and CEO of ICBA CRA Solutions. “Both gentlemen have served our industry with distinction for many years and bring unique perspectives and talents that will aid our efforts to seek out opportunities that strengthen and support local communities.”

Fisher, a fifth-generation community banker, serves on ICBA's Executive Committee and board of directors. He is a past ICBA chairman and currently serves on the Federal Home Loan Bank of New York board of directors. Additionally, he is a member and past chairman of the Independent Bankers Association of New York State.

DeMilliano has been with First American Bank for over 14 years and serves as the ICBA New Mexico Federal Delegate. He is also a past chairman of the Independent Community Bankers Association of New Mexico.

Serving on the USI Alliance board alongside deMilliano, Fisher, and Lenoir are John Buhrmaster, president and CEO of 1st National Bank of Scotia, N.Y.; Kraig Lounsberry, president and CEO of the Community Bankers Association of Illinois; Rebeca Romero Rainey, ICBA president and CEO; and Kevin Tweddle, ICBA senior executive vice president of community bank solutions.
