The Credit Card Competition Act, introduced in 2023 by Senators Dick Durbin and Roger Marshall, aims to require large banks to allow merchants to route credit card payments over at least two networks. This initiative seeks to challenge the Visa-Mastercard duopoly and reduce fees for retailers. However, groups such as the American Bankers Association have warned that this could decrease bank revenues and limit consumer rewards, as reported by the National Federation of Independent Business.
According to Banking Exchange, a study indicates that if the Credit Card Competition Act is enacted, community banks and credit unions might face a loss of up to $1.6 billion in annual interchange revenue. This represents a significant portion of an anticipated $10.5 billion reduction across the industry, potentially affecting small banks and families dependent on local financial services.
As reported by the Consumer Financial Protection Bureau, smaller banks and credit unions in 2023 generally offered lower credit card Annual Percentage Rates (APRs), saving consumers between $400 to $500 annually on a $5,000 balance compared to larger national issuers. This underscores how smaller institutions have historically provided better rates even before any new network routing rules were implemented.
