Heather Hogsett, Executive Vice President and Head of BITS at the Bank Policy Institute (BPI), has been named Vice Chair of the Financial Services Sector Coordinating Council (FSSCC). The FSSCC is an organization focused on critical infrastructure security within the financial industry.
Hogsett was promoted to lead BITS earlier this year. She has experience as a thought leader and expert witness on Capitol Hill regarding cybersecurity and critical infrastructure issues in banking. Her selection as Vice Chair follows her previous roles within both the financial services sector and the U.S. legislative branch.

Paul Benda, outgoing FSSCC Vice Chair from the American Bankers Association (ABA), said: “I congratulate Heather Hogsett on her selection as the new vice chair of the FSSCC. It has been an honor serving in this role for the past three years as the FSSCC has deepened our collaboration with our public sector partners in addressing emerging cybersecurity and resiliency risks, including assessing the cyber and fraud risks with Gen AI, expanding use of cloud computing, and anticipating risks posed by quantum computing. The FSSCC continues to serve an important role in the financial services sector and a model that other countries seek to emulate.”
Hogsett’s background includes serving as alternate on the Management Committee for BPI, co-chairing the FSSCC Policy Committee, working closely with public sector stakeholders to advocate for policies enhancing sector resilience, and helping banks reduce risk profiles. She previously served as Senior Vice President and Deputy Head of BITS at BPI, testifying multiple times before Congress on cybersecurity policy.
Her prior experience also includes staff roles at the National Governors Association and positions in both chambers of Congress.
The Bank Policy Institute represents leading banks in the United States, including universal banks, regional banks, and major foreign banks operating domestically. Collectively these institutions employ nearly two million Americans and provide almost half of small business loans nationwide.
