National banking and credit union associations have asked Congress to reject the Durbin-Marshall “Credit Card Competition Act” interchange amendment and a related commissary fee study included in the FY2026 National Defense Authorization Act (NDAA). The groups argue that these provisions are not related to defense matters and could negatively affect consumers.
According to the associations, the proposed changes would reduce card security, eliminate rewards programs, and increase costs for consumers. They claim that only large retailers would benefit from these amendments. Community banks, credit unions, and military families could lose access to important financial services that are currently supported by interchange revenue.
The organizations have urged lawmakers to keep the NDAA focused on national defense issues rather than adding unrelated financial mandates.
